The Democratic Architecture of Our Civil Association
The Association des Amis de la Licorne is organized under the legal provisions of the French Law of July 1, 1901 and the Decree of August 16, 1901. Our governance model is designed to ensure that sovereignty resides entirely with our active membership base, guaranteeing that all strategic decisions reflect the authentic cultural needs of the residents of Liginiac and Haute-Corrèze.
Under our registered statutes filed with the Sous-Préfecture d'Ussel (RNA W191002058), every member in good standing possesses voting rights at our sovereign Annual General Assembly (*Assemblée Générale Ordinaire*). We do not have shareholders, private investors, or external corporate beneficiaries. The association belongs wholly to its members and the public interest it serves.

The Executive Bureau & Administrative Council
The management of the association is delegated by the General Assembly to an elected Board of Directors (*Conseil d'Administration*), which in turn elects the Executive Bureau (*Bureau Exécutif*). Directors are elected for renewable three-year terms to provide continuity while welcoming fresh community perspectives:

Acts as the official representative of the association in all civil matters and public relations with the Commune de Liginiac, departmental authorities, and the academic inspection. Ensures that statutory missions and public interest values are faithfully maintained across all library operations.

Supervises official association records, convocation notices, General Assembly minutes, prefectural regulatory declarations, and legal correspondence. Manages official membership registers and volunteer scheduling across library opening hours.

Maintains the association's single bank ledger, processes municipal grant allocations, tracks catalog acquisition receipts, and presents audited annual financial balance sheets. Ensures compliance with non-profit public accounting norms.
Beyond the formal executive bureau, the real vitality of the Association des Amis de la Licorne is channeled through participatory working committees open to all active volunteers. This decentralization allows every volunteer to contribute their specific skills and passions directly to community life.

The Book Acquisitions & Cataloging Committee
Composed of retired school teachers, avid readers, and municipal representatives, this committee meets quarterly to select new titles for purchase using the municipal grant. They monitor diverse genres, ensure fair representation of regional Limousin authors, evaluate large-print offerings for seniors, and manage the physical accessioning and protective plastic covering of newly arrived volumes.
The Cultural Animation & Workshops Committee
Coordinates the public calendar of events, including the bi-weekly Heure du Conte for young children, the senior reading circles, and seasonal exhibitions. They design educational posters, liaise with local school teachers, and arrange transport for mobility-impaired residents who wish to attend library events.
The Rural Outreach & 'Biblio-Relais' Committee
Oversees the logistics of rotating book crates throughout outlying hamlets and farming settlements. Committee members inspect crates every six weeks, replenish volumes based on handwritten community feedback slips, and coordinate home-delivery visits for housebound elderly citizens.
The Local History & Archives Committee
Dedicated to safeguarding the heritage of Liginiac and the Dordogne valley. Conducts and transcribes oral history interviews with senior citizens, digitizes vintage photographs, catalogues municipal cadastre records, and coordinates research queries from genealogists and regional historians.

Statutory Transparency & Non-Profit Ethics
Our governance strictly respects the three foundational criteria of genuine non-profit management (*gestion désintéressée*) under French tax doctrine (Article 242 C of the General Tax Code):
Strict Benevolence of Directors: Neither the President, Secretary, Treasurer, nor any Board member receives any direct or indirect compensation, dividend, or wage for their duties. All work is executed completely voluntarily.
No Asset Distribution: The association has no share capital. In the event of statutory dissolution voted by an Extraordinary General Assembly, all accumulated assets, equipment, and cataloged collections are legally transferred to the Commune de Liginiac for the continued public benefit of the municipal library.
Independent Financial Oversight: Our annual accounts are examined and certified by two non-board member auditors appointed by the General Assembly, ensuring flawless accuracy and complete transparency for our public funders and members.
Civic Participation
Open Membership & Democratic Voice for Every Citizen
Every resident of Liginiac and the surrounding Haute-Corrèze territory has the right to join the Association des Amis de la Licorne. We hold no prerequisites regarding professional qualifications or educational degrees. The only requirement is a shared commitment to literacy, cultural equity, and the wellbeing of our rural community.
Active membership requires payment of a modest annual statutory fee of 10 €, which confers full voting privileges at our General Assembly and the right to run for election to the Board of Directors. As clearly stated in our charter, all membership fees and dues are fully reinvested in the association's public interest missions.
How to Attend the Next Public General Assembly
Our next Ordinary General Assembly will take place on Saturday, April 18, 2026 at 14:30 in the Salle Polyvalente of Liginiac. All community members, whether currently registered as members or curious observers, are warmly invited to attend, review our annual activity reports, and participate in open discussions regarding the future of public reading in our canton.
